Flying a drone legally in Europe is relatively straightforward for many recreational and commercial operations, but there is no single qualification called a universal “European drone licence.” Instead, European drone rules use a risk-based system that determines what registration, training, examination and operational authorisation are required according to the drone and the type of operation being conducted.
Across EASA Member States, drone operations are divided into three main categories: Open, Specific and Certified. Most recreational pilots, photographers and many commercial operators begin in the Open category. More complex operations may move into the Specific category, while the Certified category is intended for the highest-risk operations.
One of the most important features of the European system is that the rules are largely based on operational risk rather than whether the flight is recreational or commercial. A person flying commercially does not automatically require a different pilot certificate simply because they are being paid.
For someone starting a professional drone career in Europe, a sensible progression is normally to understand the Open category, obtain the A1/A3 qualification, consider adding A2, develop practical flying experience and then progress towards Specific-category competencies when their work requires more complex operations.
Understanding the European Drone System
The European regulatory framework is overseen by the European Union Aviation Safety Agency, commonly known as EASA, with individual National Aviation Authorities responsible for many registration, examination, authorisation and enforcement functions.
The EASA framework applies across the EU Member States and also extends to Iceland, Liechtenstein, Norway and Switzerland.
This creates a relatively harmonised European drone market. A pilot who obtains recognised competency in one EASA Member State can generally use that competency in other EASA Member States, although local geographical zones, airspace restrictions and other national requirements must still be checked before operating.
It is important to distinguish between the drone operator and the remote pilot. The operator is the person or organisation responsible for the drone operation, while the remote pilot is the person actually controlling the aircraft. A self-employed drone professional may be both.
The Three European Drone Categories
European drone regulations divide operations according to risk.
The Open category covers lower-risk operations and does not require an operational authorisation before every flight, provided all applicable Open-category conditions are satisfied.
The Specific category covers operations presenting greater risk. These operations generally require a declaration under an applicable Standard Scenario or an operational authorisation based on an appropriate risk assessment or other accepted route.
The Certified category covers the highest-risk operations and can involve certification of the aircraft and operator as well as licensing requirements for remote pilots.
For most people learning to fly professionally, the Open category is the starting point.
Understanding A1, A2 and A3
The Open category is divided into three subcategories: A1, A2 and A3.
These subcategories determine how close the drone can operate to uninvolved people and which drone classes can be used.
A1 generally supports operations with smaller drones and has the least restrictive separation requirements, although flying over assemblies of people is prohibited.
A2 allows certain C2-class drones to operate closer to uninvolved people than would be permitted in A3, but additional pilot competency is required.
A3 is intended for operations well away from uninvolved people and urban areas.
Understanding these categories is more useful than simply asking whether somebody has a “drone licence,” because two pilots may hold different competencies allowing substantially different types of operation.
C0 Drones Under 250 Grams
C0-class drones have a maximum take-off mass below 250 grams.
These aircraft have become extremely popular because the regulatory requirements are comparatively straightforward.
For C0 operations in A1, a formal A1/A3 pilot certificate is generally not required. The remote pilot should read and understand the manufacturer's instructions and comply with the operating restrictions.
However, this does not necessarily mean there are no registration requirements.
If a drone below 250 grams carries a camera or another sensor capable of capturing personal data, the operator normally needs to register unless the aircraft qualifies as a toy under the relevant rules.
This distinction between operator registration and pilot competency is important.
C1 Drones and the A1/A3 Certificate
C1-class drones have a maximum take-off mass below 900 grams.
To operate a C1 drone in the Open category, the remote pilot generally needs to complete the A1/A3 online training and pass the associated theoretical examination.
The A1/A3 certificate is therefore one of the most useful starting qualifications for somebody who wants to become a drone pilot in Europe.

Obtaining A2 requires more than the basic A1/A3 qualification.

Practical Self-Training for A2
The practical self-training requirement is designed to ensure pilots develop real aircraft-handling skills rather than relying solely on theoretical knowledge.
Training should take place in appropriate conditions and an environment suitable for A3-style operations.
Pilots should become comfortable with take-off, landing, hovering, controlled movement and maintaining orientation.

Emergency procedures and the behaviour of automated functions should also be understood.
The objective is to become confident operating the aircraft before attempting flights closer to people under A2 conditions.
C3 and C4 Drones
Larger Open-category drones can fall within C3 and C4 classes, up to the applicable 25 kg Open-category limit.
These aircraft generally operate in A3.
A1/A3 remote-pilot competency is required.
A3 operations must remain away from uninvolved people and at least 150 metres horizontally from residential, commercial, industrial and recreational areas under the standard Open-category rules.
This makes A3 suitable for operations in appropriately remote or controlled locations but considerably less flexible for many urban commercial applications.
Legacy Drones
Pilots also need to understand the rules for older drones without a European class identification label.
Since the transitional arrangements changed in 2024, legacy aircraft do not simply follow the same rules as new class-marked drones.
A legacy drone below 250 grams can generally continue operating within A1 subject to the applicable conditions.
Many heavier legacy drones operating within the Open category are restricted to A3.
This can significantly affect the commercial usefulness of older equipment, particularly where work needs to take place in populated environments.
Before purchasing a used professional drone, pilots should therefore check whether it has an appropriate European class identification label.
Registering as a Drone Operator
Pilot certification and operator registration are separate requirements.
If you own or operate drones professionally, you will normally need to register as a drone operator with the National Aviation Authority of the country where you reside if you are an individual, or where your organisation is established.
You register once rather than registering separately in every EASA country.
The resulting operator registration number is recognised across EASA Member States.

Remote ID requirements are increasingly important within European drone operations, particularly for class-marked aircraft and more advanced operations.
Pilots should ensure that the aircraft firmware is current and that the correct operator information has been entered where required.
A professional operator should include Remote ID status as part of the aircraft preparation process.
The 120-Metre Height Rule
One of the fundamental Open-category limitations is the maximum operating height.
In general, Open-category drones must remain no more than 120 metres from the closest point of the Earth's surface, subject to the detailed rules and limited exceptions.
Pilots should not interpret this simply as 120 metres above their original take-off point.
Terrain changes matter.
When operating around hills, valleys or structures, the pilot needs to understand how the applicable height limitation is measured.
Local geographical zones may impose lower limits.

These operations generally move into the Specific category.
The Specific category should not simply be viewed as the next pilot licence. It is an operational framework in which the required competency depends on the type and risk of the operation.
Understanding the Specific Category
Specific-category operations generally require the drone operator to use an accepted regulatory route appropriate to the mission.
One route is an EU Standard Scenario where the operation meets all of the defined conditions.
Where an operation does not fit an applicable Standard Scenario, an operator may need an operational authorisation based on an appropriate risk assessment.
The competent National Aviation Authority evaluates the proposed operation and determines whether the risk mitigations and pilot competencies are appropriate.
This means professional drone operations become increasingly focused on organisational procedures and risk management rather than simply collecting additional certificates.
Standard Scenarios
European Standard Scenarios provide predefined frameworks for certain Specific-category operations.
Remote pilots operating under these scenarios need the required theoretical knowledge and practical competency.
This is a more advanced level of training than basic Open-category A1/A3 certification.
Pilots need to understand operating procedures, contingency management and the specific requirements associated with the scenario.
Standard Scenarios can provide professional operators with a more structured route into advanced operations where their missions fit the defined conditions.
Specific-Category Training
There is not one universal Specific-category pilot qualification covering every possible operation.
For operations under a Standard Scenario, the required competency framework is defined by that scenario.
For operations requiring an individual operational authorisation, the necessary pilot training can depend on the risk assessment and conditions contained in the authorisation.
This makes professional development increasingly mission-specific.
A pilot conducting advanced infrastructure inspection may need competencies different from someone conducting another type of specialised operation.
The organisation needs to demonstrate that its pilots possess the knowledge and practical skills appropriate to the operation.
BVLOS Operations
Beyond Visual Line of Sight, or BVLOS, is one of the most important areas for the future European drone industry.
BVLOS allows drones to operate beyond the distance at which the remote pilot can maintain normal direct visual observation.
This enables applications such as long-distance infrastructure inspection, pipeline monitoring, railway inspection, environmental monitoring and Drone-in-a-Box operations.
BVLOS generally moves beyond normal Open-category operation and requires an appropriate Specific-category or other regulatory pathway.
Becoming involved in BVLOS therefore requires more than simply learning how to fly the aircraft. Operators need to understand communications, contingency procedures, airspace risks, ground risks and the requirements associated with their authorisation.
The Certified Category
The Certified category represents the highest-risk end of European drone operations.
It can involve requirements comparable in concept to traditional aviation, including certification of the aircraft and operator and licensing of remote pilots.
Most people beginning a drone business will not operate in this category.
The majority of current small and medium commercial drone activities are conducted within Open or Specific.
However, the Certified category is likely to become increasingly relevant as larger unmanned aircraft and advanced air-mobility systems develop.
Insurance
Drone insurance requirements can depend on aircraft and national requirements.
Professional operators should understand both mandatory insurance requirements and the level of commercial liability protection appropriate to their work.
A legally compliant minimum may not necessarily provide sufficient protection for a professional operation around expensive property or infrastructure.
Clients may also specify minimum liability insurance as part of procurement requirements.
Insurance should therefore be considered part of professional readiness rather than simply an administrative requirement.
Building Practical Flying Experience
Passing A1/A3 or A2 does not automatically make someone a professional drone pilot.
A pilot should develop substantial practical experience in safe environments.
Training should include controlled take-off and landing, orientation changes, accurate positioning, altitude control and aircraft handling in different but suitable wind conditions.
Pilots should understand battery management, GNSS behaviour, Return-to-Home, obstacle avoidance and communication-loss procedures.
As experience develops, training can move towards the actual commercial application the pilot intends to perform.
Application-Specific Training
Professional drone piloting increasingly involves understanding the job rather than simply controlling the aircraft.
An inspection pilot should understand how to capture useful imagery of structures.
A mapping pilot needs knowledge of photogrammetry, image overlap, Ground Sampling Distance, RTK, PPK and survey accuracy.
A thermal inspection operator should understand emissivity, reflections and environmental influences on thermal measurements.
Agricultural pilots may need to understand multispectral imaging and vegetation indices.
Becoming a professional drone pilot therefore involves developing both aviation competency and industry-specific technical knowledge.
A Recommended European Drone Pilot Pathway
For somebody beginning today, a practical pathway is to start with a small drone and learn basic aircraft handling in a suitable environment.
Next, register as a drone operator where required and complete the A1/A3 training and examination.
Develop real flying experience before progressing to A2 if it provides useful additional operational flexibility.
The next stage is application-specific training. Decide whether you want to specialise in photography, mapping, inspection, agriculture, construction, emergency services or another market.
Pilots seeking more advanced commercial work can then develop the competencies needed for Specific-category operations and Standard Scenarios.
Rather than collecting certificates without a clear objective, build qualifications around the type of missions you actually want to conduct.
Working Across Europe
One major advantage of the EASA system is cross-border recognition.
Operator registration obtained through the appropriate EASA Member State is recognised across other EASA Member States, and recognised remote-pilot competency can similarly support operations across the EASA system.
This does not mean that every flight automatically becomes legal across Europe.
Before operating in another country, pilots still need to check that country's geographical zones, airspace restrictions and any additional requirements applicable to the intended operation.
Specific-category cross-border operations may also involve additional procedures depending on the authorisation being used.
For professional companies, understanding this distinction is essential when offering services internationally.
Maintaining Your Competency
Drone qualifications are not something professional pilots should obtain and then forget.
Technology, regulations and operating procedures continue to change.
Certificates also have validity and renewal requirements. Pilots should monitor their expiry dates and the current requirements for revalidation.
Regular practical flying is equally important.
Someone who passed an examination several years ago but rarely flies may technically possess a certificate while lacking the practical proficiency expected for demanding professional work.
Commercial operators should therefore maintain internal training and competency records.
Avoiding Fake Drone Certificates
Pilots should be careful when purchasing online training.
EASA has warned that fraudulent websites have offered fake drone certificates.
Use training and examination providers recognised by the relevant National Aviation Authority.
A professional-looking website does not automatically mean the resulting certificate is valid.

Drone-in-a-Box systems, BVLOS operations, AI navigation and U-space services will create demand for new competencies.
Future remote pilots may therefore function increasingly as mission managers, responsible for supervising aircraft, interpreting system warnings, managing airspace interaction and responding to abnormal situations.
Specific-category competency will become particularly important for professionals working with long-range infrastructure inspection, automated industrial operations and remote drone fleets.
The professional drone industry is therefore moving away from the idea that being a drone pilot simply means knowing how to fly.
